CHARTER OF THE NATIONAL ASSOCIATION OF
TELEVISION AND RADIO BROADCASTERS of Kazakhstan confirmed by constituent
agreement on establishment of the National Association of Television and
Radio Broadcasters of Kazakhstan (NAT Kazakhstan) of December 16, 2000
National Association of Television and
Radio Broadcasters of Kazakhstan is a voluntary non-profit organization,
established as a result of free will of its founders.
The Association operates in accordance
with the Constitution of the Republic of Kazakhstan, Civil Code of the
Republic of Kazakhstan, operating legislation of the Republic of
Kazakhstan and on the basis of the present Charter.
Purposes of the Association’s activity
are creating favorable and equal conditions for development of all
participants of television and radio broadcasting market of Kazakhstan,
hindering monopolization of television and radio ether in the republic,
advocating rights, representation of interests of members of the
Association in agencies of state power and administration, as well as
coordination of activity of television and radio companies on creation and
dissemination of television and other programs on the territory of
Kazakhstan and other activity, connected with broadcasting.
In order to realize its objectives and
tasks, the Association:

advocates rights and interests of
television and radio companies, secures legal guarantees and
coordinates their activity;
-
represents interests of the
Association and/or interests of its members, with their consent, in
agencies of state power and administration;
-
establishes a system of horizontal
connections and mutual support of members of the Association in
their constituent activity;
-
investigates market development
tendencies of television services and radio ether and provides
recommendations;
-
establishes foundations, economic
associations, enterprises and organizations for providing services
to television and radio companies under the Association’s
supervision;
-
provides assistance to its members
in their business endeavors by seeking reliable partners for joint
activity, informational, legal and representative accompaniment;
-
takes part in symposiums, seminars,
exhibitions in order to exchange work experience and establish
business contacts;
-
collaborates with local, foreign and
international unions, associations and other analogous unions;
-
contributes to raising of
professional skill of experts and creative employees, arranges their
internships, including internships abroad;
-
realizes publishing activity;
-
conducts charitable measures;
-
realizes other types of activity
regarding objectives set by the Charter, which are not prohibited by
operating legislation of the Republic of Kazakhstan.
If it necessary the Association receives
licenses for corresponding type of activity according to regulations set
by legislation.
Members of the Association in accordance
with the Charter can be any television and radio stations, which
acknowledge its Charter, registered on the territory of the Republic of
Kazakhstan according to regulations set by legislation, received
certificate of registration of a mass medium and deposited an entry fee.
The Association is open for admission of new members.
Members of the Association have a right to:

participate in administration of the
Association in accordance with the present Charter;

be a member of the Board and
Inspection commission;
-
elect and be elected for electoral
positions;
-
participate in measures and programs
of the Association and its structural subdivisions;
-
use support of the Association
during examination of issues in agencies of state power and
administration;
-
bring in proposals on the
Association’s activity issues for examination of administrative
agencies;
-
receive necessary information about
activity of the Association;
-
withdraw from the Association;
-
use its logistics.
Members of the Association use its
services for free.
Members of the Association must:
-
observe the present Charter;
-
execute decisions rendered by
agencies of administration of the Association, with condition of
their approval by member of the Association;
-
deposit entry and regular membership
fees;
-
actively contribute to realization
of tasks set before the Association by means of its technical,
intellectual and financial resources;
-
refrain from actions, which may
damage legal interests of the Association and its members.
Member of the Association may
simultaneously be a member of other analogous unions and associations.
ADMINISTRATION OF THE ASSOCIATION:
Highest body of the Association is the
General Assembly. The Board and the President administer the
Association’s activity in the period between meetings.
General Assembly of the Association’s
members - is the highest body of administration, which has a right to take
decisions on all issues regarding the Association’s activity.
The General Assembly of members of the
Association is called once a year.
