The citizens shall have the right to carry out free and creative activity by means of choosing independently the sphere of activity where they can reveal their abilities, forms of its realization and the ways of obtaining the professional education. The right of an individual to carry out creative activity can be fulfilled on as professional, as non-professional (amateur) basis. Professional and non-professional creative artisans shall be equal in terms of copyright and allied rights, intellectual property right, the right to protect secrets of craftsmanship, the right to freely use the results of work, as well as the right to have the state support. The government shall protect citizens from illegal interference into the creative process. The restriction of rights and freedoms in cultural sphere shall be executed in accordance with the Constitution of the Republic of Kazakhstan. |
